RESPONSIBILITIES:
Dr. Jacobs has two main responsibilities.
First, he develops generic methodologies for the paperless documentation and management of complex distributed processes (e.g, management of grants, contracts, health episodes, automobile sales and service, legal cases, insurance policies, publications, credit cards, loans, public school enrollments, university enrollments, etc.). Dr. Jacobs is the principal developer of the concept of Process Libraries (PLs) and Electronic Handbooks (EHBs)[http://ehbs.us]. Process Libraries (PLs) and Electronic Handbooks (EHBs) is where Shakespeare meets Freud. Subprocesses are represented as "plays" where "actors" communicate thru the Internet. Each organization puts on its own "productions". For each role, EHBs guide actors thru their parts. [This is the Shakespearean aspect.] Subprocesses with multiple roles are also represented as "teams" having "multiple personalities". Subprocess "plays" provide communication vehicles between the same and different teams. [This is the Freudian aspect.] Subprocesses and their EHBs are also demonstrated, built, executed, revised, and improved using the "play and team development" paradigms. His work on EHBs has earned him the NASA Medal For Exceptional Achievement. Second, he applies the methodologies to NASA and Non-NASA applications. Dr. Jacobs has applied EHBs to NASA's Small Business Innovation Research (SBIR) Program, Earth Sciences Technology Office (ESTO) Program, Education Division Computer Aided Tracking System (EDCATS), and the NASA On-line Directives (Policies and Procedures) Information System (NODIS). Dr. Jacobs has also applied EHBs to the Department of Justice's Bulletproof Vests Partnership (BVP) Program, Department of Justice's Local Law Enforcement Block Grants (LLEBG) Program, Department of Health and Human Service's Health Resources and Services Administration (HRSA), Federal Emergency Management Administration's US Fire Administration (USFA) Firefighters Grant Program, Treasury Department's Community Development Financial Institutions (CDFI) Program, Department of Interior's Property Disposal, Department of Justice's Office of State and Local Domestic Preparedness Support (OSLDPS) Program, and the Federal Financial Assistance Management Improvement (FFAMI) project. His work on the Department of Justice's Bulletproof Vests Partnership (BVP) Program has earned him the Federation of Government Information Processing Council (FGIPC) Intergovernmental Open Systems Solutions (IOSS) Gold Award.
